Threat level raised after Liverpool taxi explosion declared terror incident

Mystery still surrounds the events that unfolded on Sunday, but within two hours Merseyside police had arrested three men in their 20s and a fourth man was detained today.

The prime minister convened a Cobra meeting, calling the incident a “sickening” attack.
