A new report warns that the current focus on closing borders “serves to drive migrants to take more dangerous routes and pushes them into the hands of criminal groups”.
Police investigating the deaths of 39 migrants have arrested eight people in Vietnam on suspicion of people-smuggling.
Its thought most of the people found in the back of a lorry trailer in Essex last month were Vietnamese.
It comes as a committee of MPs told the government this case should serve as a “wake-up call” over immigration policy.
