NHS failing on learning disability

The health ombudsman describes the quality of care for people with learning difficulties as "an indictment of our society".
The damning conclusion of an investigation into the deaths of six people, which was itself the culmination of a series of enquiries, finds those with learning disabilities are not having their needs met by the NHS or social services.
