Ukraine votes on martial law after Russia seizes ships

Ukraine’s parliament is voting on whether to impose martial law, after three of its Navy vessels were fired upon and their crew seized by Russia. It happened off the coast of Crimea. Moscow claimed the ships were in their waters, while Washington called the incident an “outrageous violation” of Ukrainian sovereignty.
