Benjamin Netanyahu has presented the outline of a post-war plan for Gaza for the first time, which will be hard to square with either his Palestinian opponents or his Western allies.
As strikes continued on Rafah, the Israeli Prime Minister sent the document to his security cabinet this morning.
In it, he proposes Israel will keep security control over all Palestinian areas and make reconstruction dependent on demilitarisation.
He rejects the “unilateral recognition” of a Palestinian state, and does not specify who he thinks could represent Palestinians in a negotiation.
In the medium term he would also create a buffer zone inside Gaza and full control of the borders above and below ground.
