It’s been over a decade since a report into deaths at womens’ prisons, commissioned by Labour, was published. One of its recomendations was that big prisons, which it described as “social dustbins”, should be “largely done away with”. Justice Minister Edward Argar is asked why it has taken successive governments so long to act.
