Boris Johnson promises billions for transport links, homes and further education

He’s promised he’s not going for an early general election, but Boris Johnson seemed very much like a man aiming to park his tanks on Labour’s lawn today. In a speech in Manchester he promised billions of spending on improving transport links, building beautiful new homes and addressing the underfunding of Further Education colleges. So how have his promises gone down?
