Inter want to sign Bayern Munich fantasista Franck Ribery, although they will face competition from Barcelona and Real Madrid.
The 26-year-old France international is unhappy in Germany and his teammates have spoken of his desire to join Spanish giants Barcelona.
Inter believe they can steal a march on the Catalonian side by making Bayern a lucrative player-plus-cash deal, according to Il Corriere dello Sport.
The Nerazzurri propose exchanging Mancini and Maxwell for Ribery, who Bayern value at a prohibitive £40m.
Inter will pay the difference between that figure and the respective values of Mancini and Maxwell, who are both fringe players for the Nerazzurri.
Ribery has once again been excellent for Bayern this season, scoring 11 goals in 29 appearances in all competitions.
