The huge forces that often form at the centre of a tornado will suck water
up if it passes over a lake, river or ocean. A waterspout will form rising
up to the accompanying cloud. The huge sucking power behind the rising spiralling
air of the cumulonimbus cloud may collect water, creating a waterspout,
without having the strength to create a tornado.
