Rallo is the lady-loving youngest child of Donna and Robert and Cleveland's new, troublesome step-son. Though he's still in primary school, Rallo already has a taste for the finer things in life - especially the pursuit of the fairer sex. At first, he's mistrustful of his new family, joyfully ignoring Cleveland's attempts at discipline and referring to Cleveland and his son as 'fat'. But when he learns a few of his step-dad's tricks - like the best way to look up a girl's skirt without getting caught, he decides to give him a chance.
He even becomes a little friendlier to Cleveland Jr, even though he recognises him as a complete freak. Rallo seems to be a forty year-old, alcoholic, divorcee trapped in a little kid's body. He likes cereal, naughty internet sites and, for some weird reason, Herbie hancock. He's also tight with his sister Roberta, who he defends and sides with against the new interlopers in the house.
