Randy's a restless sleeper grinding his teeth, punching Earl, and occasionally even stopping breathing. Although his temporary death twelve times a night usually freaks Earl out, this particular night it serves a purpose when Earl finds himself watching Nicole Moses on the Channel 3 Up Before Dawn News report, which reminds him of Number 29 - Harassed a Reporter.
A few years earlier, Nicole came to the trailer park to cover an exploding trailer story, and Earl and Randy found fame when they appeared in the background of the report doing crazy arms. Fame's an addictive thing, and they began crashing Nicole's reports until she cracked, and found herself presenting the graveyard slot as a result.
Nicole figures the best way Earl can make it up to her is to appear in a heart-warming story about his list to get her back on the evening news. After a couple of false starts he opts for fixing Number 40 - Wrecked a Kid's Playhouse.
However Randy gets jealous because nobody notices him, and decides to draw attention to himself. So, he makes a list of everything good he's done and then sets about screwing those people over. And he's going to wear a Sombrero while he's doing it.
Predictably enough, Randy's attempts to grab the limelight backfire when Nicole's report portrays him as mentally unstable. Which is when he learns what goes around comes around, meaning Karma noticed him, and if Karma notices him that must mean he's special.
