In 1975 award-winning film-makers Nick Broomfield and Joan Churchill filmed a Lancashire Police juvenile liaison scheme. They followed officers for five weeks and recorded interviews with children accused of truancy or stealing an apple. Glen, who stole a cowboy outfit, was placed into a police cell. After a row in Parliament about this scene, and pressure from the police who felt tarnished by the film, the film's backers, the British Film Institute, banned it from screening.

In the early 90s the film-makers returned to Blackburn and talked to most of the original participants - children grown into adults, some scarred, some seemingly unscathed by their childhood experiences.

Broomfield does not simply update the original film but asks key participants why it was never shown in the first place.
