Britain

The Heckler and Koch sub-machine gun is made in their factory in Germany. Heckler & Koch are entirely owned by Royal Ordnance who are in turn owned by BAe Systems, a British company, who license manufacturers to make their guns to other countries, such as Turkey, Pakistan & Iran.

EU embargos prevent the sale of arms to certain designated countries. For example British companies would not be allowed to sell guns from Britain to Zimbabwe since their in the human rights department is very, very firmly in the “could do better” category, ie. It’s a terror state and a brutal dictatorship under Robert Mugabe.

However, under current British law those restrictions don't apply to the license holders outside of the EU, who might not be so scrupulous as we are and who can export to wherever their own government allows...

Switzerland and Germany

Switzerland: Home of cheese, clocks and finely crafted sub-machine guns - or to be more accurate, it is the home of finely crafted sub-machine gun licenses. The actual gun parts are made in Heckler and Koch's factory in Germany and then shipped to Switzerland where they are actually put together in Brugger & Thomet’s factory.

Since "under current [Swiss] law we are not allowed to export any arms to Zimbabwe"

Finnish business "partners" such as Olli suddenly seem to have sprung up in Finland, where, according to Mr. Thomat, the regulations are “very liberal and its working very smooth”.

Finland

Hello! This is Finnrappel Oy! A rather random Swiss/Finnish partner who seems to be able to land his hands on any guns and ship them anywhere - such as entirely British made sniper rifles and shipping them to Zimbabwe, despite EU embargos, with the help of a few "tricks".

Turkey

MKEK, the state owned defence manufacturer in Turkey, quoted us $850 per gun (including 2pcs. of magazine, carrying sling and plastic cleaning rod). They said that an “End User Certificate” is required and that the sale would “be subject to the approval of the Turkish Authorities”. Interestingly they also told us that some of the parts for their guns come from Heckler & Koch’s factory in Germany…

Iran

The Iranian Defence Industries Organisation quoted a measely $300 per gun and basically said, put the money in a bank in Dubai and we’ll ship you the guns… They also had an interesting letterhead on their quote for 200 9mm sub-machine guns…”In The Name of God”

Pakistan

POF, Pakistan Ordinance Factories, the state owned arms manufacturer in Pakistan offered to sell 200 MP5 sub-machine guns to Zimbabwe, at a mere $550 per gun. They said that “export is subject to issue of Export Permit from Ministry of Defence, Defence Production Division, Government of Pakistan, for which an End User Certificate (in original) will be required.

Algeria

We called the DTI and asked them what the chances were of us getting guns into Algeria. It took a while, but they eventually told us that our chances weren't good since it was "possible" that the 200 sub-machine guns for the Algerian national guard might be used for internal repression. No, Really?

Zimbabwe

...and finally Zimbabwe, whose recent track record of human rights abuse has resulted in an EU arms embargo to the country from all countries in Europe.

Unless of course Mark "The Arms Dealer" buys German gun parts, gets them assembled in Switzerland and has them shipped out via Finland, Iran, Pakistan or Turkey.

If he did that, the deal might just work...
