Zimbabwe rivals urged to co-operate

African leaders have urged Zimbabwe's rival political factions to share control of the police ministry in an effort to form a unity government, but President Robert Mugabe's main opponent has rejected the proposal.
The proposal on Zimbabwe emerged from a nearly 12-hour regional summit called to push Mr Mugabe, opposition leader Morgan Tsvangirai and Arthur Mutambara, head of a smaller opposition group, into the unity government they agreed to form more than a month ago.
Without a government, and without a breakthrough at the summit, Zimbabwe is without leaders to resolve a spiralling economic crisis.
