A panel at the university of Dr Hwang Woo-suk say a 2004 paper published in the US journal Science claiming to have produced a line of stem cells from a cloned human embryo was based on false research.
Although he faked two landmark papers on embryonic stem cells, he did produce the world's first cloned dog.
The panel at Seoul National University described the case as scandalous.
