Hundreds of failing schools could be taken off local authorities' hands under proposals set out by Tory frontbencher Michael Gove.

The shadow schools secretary promised to introduce legislation in the first year of a Conservative government which would allow control to be handed to city academies, charitable trusts and parent co-operatives.

Prime Minister Gordon Brown has already warned that more than 600 schools which are failing their pupils will be shut down or taken over.
