The inquiry for the government said a lack of support and information was making some parents of children with special needs and disabilities among the "angriest" in the country.

The report has made a series of recommendations including the setting up of a national helpline for parents to give advice and support and it has critised local authorities across the country for failing to comply with their duty of care.

The Special Needs review was conducted by Brian Lamb. It recommends:
- The setting up of a national helpline giving parents advice and information
- funding should be given to the  Local Government Ombudsman to consider complaints against local authorities
- improvements to tribunals that hear special needs cases

Three years ago an MPs-report cricised the special needs systems as being "demonstrably no longer fit for purpose". Many feel the key issues have not been addressed in this inquiry.
