Miliband 'ruled out' of EU role

David Miliband has reportedly rejected the chance to become the EU's high representative.
The Foreign Secretary had been seen as a front-runner for the foreign affairs post, which is being created by the Lisbon Treaty.
He has previously said he was "not a candidate" and "not available" for the job, but speculation has persisted that he could accept if it was offered.
