Some are now saying Gordon Brown's administration has been fatally undermined by the expenses scandal and dissent within his own party. David Fuller reports.
Whether it is held in public or private, the Iraq war inquiry will not report until after the general election.
And that is not the only issue that may have to be resolved by a future government.
