Car jack-attacked toddler wins payout

The mother of a three-year-old boy who was attacked when another toddler hit him with a car jack wins the right to claim compensation.

Jay Jones needed stitches to his his head after being hit 11 times by another three-year-old boy. Both toddlers had been left alone in a car for a few minutes in Birkenhead in 2007.
The Criminal Injuries Compensation Authority twice refused to pay out because it said no offence had been carried out because the attacker was under the age of criminal responsibility.
But the Tribunals Service has ruled in favour of Jay's mother Renai Williams. Currently the age of criminal responsibility in England, Wales and Northern Ireland is ten. However the ruling could set a precedent for future cases.
The amount of compensation the mother will receive is yet to be decided.
Speaking about the outcome Williams said: "This has been a long and hard-fought process."
"We have been knocked back twice by the CICA because in my opinion they didn't take my son's case seriously.
"My son was hit 11 times on his head and face with a car jack, his attacker kept on lashing out even though Jay was screaming out in pain and covered in blood.
"It was a vicious attack with such force that his attacker, who was also only three himself, managed to crack the car windscreen."
