Brown pledges home care for elderly
Updated on 29 September 2009
The prime minister pledges free personal home care for elderly people who most need it, providing security "for generations to come". Cathy Newman reports.
The change means abolishing the means test for 350,000 people in England from September next year.
It will cost around £870m over two years. Less than half of that will come from 'low priority' areas of the NHS like marketing and communications.
