U-turn on children in care

A committee of MPs proposes a significant change in the approach to children in care.
The committee says that in general residential homes should be chosen rather than foster parents.
If enacted this would be a big U-turn on how most children in care have been looked after in recent years, but it does follow the example of some other European countries.
