When restraint becomes punishment

Channel 4 News has obtained a training manual of techniques to restrain young people in secure centres - techniques that can now be used as punishment.
Not just restraint but punishment. The techniques allowed to control young people in secure centres have been extended to allow them to be used to punish unruly offenders.
Two high court judges have criticised the government for what they called significant change of policy.
The techniques themselves are largely kept secret by the government, although Channel 4 News has obtained a copy of the training manual issued to staff.
