It's a truth universally acknowledged that local politics and excitement rarely go together.

But in London, local politics has been unusually exciting - with Ken Livingstone, Boris Johnson and Brian Paddick battling it out for the mayor's job.

But it begs the question - why doesn't every city do this?

A think tank today says they should - and it blames vested interests among local councils for blocking it. Andrew Thomas reports.
