The Home Secretary was accused of "betraying the police service" at a conference of rank and file police officers.

The leader of the Police Federation, Jan Berry, said Jacqui Smith's decision to award officers a pay rise, that was lower than an independent review body's recommendation, had been a "monumental mistake".

Ms Smith defended that decision, but the repercussions could be serious for the government.

Officers have voted to lobby for the right to strike, as our political correspondent Cathy Newman reports.
