Scotland to ban under 18s from sunbeds

There are health reasons behind the sunbed ban but isn't it all a bit excessive?
When does a child become an adult ? It's an impossible question to answer with clarity but made no easier by the confusion in the law.
We tend to treat youngsters as demons when they get drunk at night but heroes when they fight in Iraq or Afghanistan.
