Police chief: ASBOs 'not working'

It's the flagship policy in the Government's Respect agenda.
But Britain's ASBO culture could be encouraging young people on the path to crime - a senior police officer has warned.
Neil Wain, a chief superintendent with Greater Manchester Police, is believed to be the most senior serving police officer yet to break ranks over the policy.
He's told Channel 4 News that in many cases the ASBO is simply catapulting young people into prison.
