Moves to stop secure centre deaths

The government unveils a comprehensive plan to prevent deaths in secure training centres, as Simon Israel reports.
It was responding to two coroners who had been heavily critical of a system that failed to monitor how troubled youngsters were dealt with in the privately run centres.
Two boys, a 15- and a 14-year-old, died after being subjected to restraint techniques.
