IPCC investigates boys' deaths

The Independent Police Complaints Commission investigates the response to the deaths of two children in Manchester.

Two-year-old Romario Mullings-Sewell and his three-month-old brother Delayno were known to children's services in the area.

Their bodies were discovered in their home.

The boys' mother has been sectioned under the mental health act, and is being held on suspicion of murder.

Jon Snow is joined by Kim Bromley-Derry, who is the vice-president of the Association of Directors of Children's Services. He is a former social worker and now works for Newham council in east London.
