MPs are calling for more programmes to help men who have been involved in domestic violence.
Four years ago ministers promised "the biggest shake-up of domestic violence legislation for 30 years".
But figures show that programmes for offenders who have gone through the judicial system have waiting lists of up to four years.
And according to evidence seen by Channel 4 News, men are reoffending while waiting for a place on a course.
Now a powerful select committee is calling for more programmes to help men before they offend. Channel 4 News visited one run by the NSPCC.
