Charges dropped against Down's Syndrome man

Can an 18-year-old be racist? Of course. But what about an 18-year-old with a mental age of five?
Police in Scotland have apologised to the parents of a man born with Down's Syndrome, who spent seven months living with the possibility of being convicted of a racist assault.
All charges have been dropped against Jamie Bauld and the police have issued a statement apologising for the time it took them to do so.
But the question remains, can a person be racist if they do not know what it means?
