An NHS constitution, unveiled tomorrow, will enshrine everyone's right to access life-saving drugs based on clinical suitability, not cost.

The government says the move will end the postcode lottery which has meant wide variations in treatment.

It also says the National Institute for Clinical Excellence should speed up its drug approval process in England, Wales and Northern Ireland.

It wants NICE to become more like the Scottish system, where new drugs are approved in a matter of months rather than years.
