Elderly care chaos in Scotland

The flagship policy of free personal care for the elderly in Scotland is in chaos.
It is to create equal care for pensioners regardless of means and it is envied south of the border where the Labour government ruled it out.
It is working well in some areas but not in others and a judge ruled that not all pensioners were entitled to the money because the legislation itself was so badly drafted.
Now it is the subject of three separate reviews.
