The prime minister launches a consultation on how to make the elderly care system in England affordable and fair.

Currently in England people who have more than £21,500, including the value of their home, aren't entitled to any help financial help.

Even so, the government is warning England faces an estimated £6bn funding gap within the next 20 years without serious reform.

In Scotland personal care has been free to the elderly since 2002 but many believe that's unsustainable, with costs running at £280million a year and set to rise.
