A Healthcare Commission study says maternity wards are under-resourced

A review of hospital maternity units finds they have insufficient beds and inadequate facilities.
The Healthcare Commission study found an uneven pattern, with some hospitals having staffing levels well below the average.
The Conservatives said the report exposed the government's neglect of maternity services.
