There is a huge disparity in how much NHS trusts pay their management teams, the Tories claimed.

Figures obtained by the party showed wide variation in the cost of management per weighted head of the population, from £10.68 in Somerset to £40.56 in Kensington and Chelsea.

Shadow health minister Mike Penning contacted primary care trusts (PCTs) to obtain the figures.

He said Department of Health guidance means PCTs must disclose their management spend, but many had omitted it from their annual reports.

"These figures show that £1.1 billion of taxpayers' money is being wasted on huge NHS management bills," Mr Penning said.

"If one trust can pay managers a certain salary, then why are fat cat managers charging so much more money to do exactly the same job in other trusts?

"We have struggled to get the facts out of some primary care trusts. These figures show no reason why such a staggering amount of taxpayers' money is failing to reach the frontline in delivering first class healthcare to patients. Instead money is being wasted on bureaucrats."
