Should fathers receive more paid paternity leave to encourage them to play a fuller role in the early years care of their children?
A report by the Equality and Human Rights Commission has suggested that fathers should get more time off and more money when their babies are born.
Under the recommendations, which are being studied by the government, maternity pay would also rise.
If accepted, the measures would increase government spending on parental leave from £2bn to £7bn a year.
