Government's 'green revolution' may see bills rise

Ed Miliband will outline new energy plans today, but his department says the measures will have only a "negligible impact" on bills.

Ministers are preparing to unveil their plans for bringing about a "green revolution" in the way we heat and insulate our homes.

The plans will also include a levy on the energy companies, prompting critics to claim that they will result in an increase in heating bills for millions of families unable to take advantage of the scheme.
