Call for council house shake-up

Could it be the beginning of the end for the sink estate?
A government-commissioned report on social housing is proposing a wider mix of people living side by side.
Local authorities and housing associations would provide homes in areas where there are high earners, and spare land on council estates would be used to build private homes.
The report says council tenants have changed over the years, with more of them on very low incomes or out of work.
