Special needs pupils 'defrauded'

Money earmarked for special needs pupils is being spent on general school costs, according to one charity.
Parents of pupils with special educational needs are being "defrauded" because money that should be spent on their children is being used for general school costs.
This is the view of a children's charity which claims that money has been spent instead on staffing and even a new netball court. The Conservatives have called it "profoundly worrying".
One in five children has special needs, and the government wants local authorities to give more money directly to schools to ensure these pupils receive the help they need more quickly.
But there is mounting concern about how these funds are being spent.
