Anti-bullying measures 'limited'

Anti-bullying campaigners say new government guidelines on how to tackle pupil behaviour in the classroom will have limited impact.

In a three-year government review, Sir Alan Steer is expected to recommend greater use of parenting contracts and punishment for disruptive behaviour.

The Education Secretary Ed Balls says action needs to be taken to improve discipline in schools across England.
