Anti-bullying measures 'limited'

Anti-bullying campaigners say new government guidelines on how to tackle pupil behaviour in the classroom will have limited impact.
In a three-year government review, Sir Alan Steer is expected to recommend greater use of parenting contracts and punishment for disruptive behaviour.
