Crackdown on carbon-loaded cars

Emissions are measured in the number of grams of carbon dioxide per kilometre.
At the moment the average car sold in the UK emits 167 grams per kilometre. The Commission wants to reduce the average to 130 grams per kilometre.
The most fuel efficient car on the road just now is the Volkswagon Polo which emits 99 grams. The Toyota Prius, one of the first hybrid electric cars, emits 104, while a typical 4x4 emits between 300 and 350.
