A Commons committee is calling for more programmes to help men before they commit domestic violence.
Channel 4 News was given exclusive access to one such programme run by the NSPCC and spoke to a man who used to beat his girlfriend.
Four years ago ministers promised 'the biggest shake-up of domestic violence legislation for 30 years' - but a lack of programmes for convicted offenders means some of them are waiting years to be seen and according to evidence seen by Channel 4 News are attacking their families again in the meantime.
