Radical proposals to curb emissions

New proposals from the government's Committee on Climate Change to meet Britain's target on cutting carbon gas emissions would see drivers bearing much of the cost. Julian Rush reports.

Tax motorists, reduce speeds on motorways and build millions of electric cars - just part of the "step change" the government's committee on climate change is demanding if Britain is to meet its target on reducing greenhouse gases.
In its first annual progress report, the committee has called for a series of radical measures, including thousands more wind turbines and cleaner power stations.
But road pricing and extra fuel duties will undoubtedly be unpopular for any of the parties.
