Channel 4 News has found World Bank president Paul Wolfowitz used his influence to obtain work for his girlfriend when he was deputy defence secretary in 2003.
The bank - whose mission is to fight poverty and corruption - has been consumed by the issue, with many countries insisting Mr Wolfowitz must resign.
The World Bank found Mr Wolfowitz had broken the bank's rules when he arranged a promotion for his girlfriend, Shaha Riza.
Mr Wolfowitz claimed the findings of the investigation were "terribly unfair".
Now an investigation for this programme has found Mr Wolfowitz has used his influence to obtain work for Ms Riza before - when he was deputy defence secretary in 2003.
Documents reveal she was contracted by the Pentagon to undertake "political" work in Iraq - work she was not permitted to do under World Bank rules.
