Struggle for Bali agreement
Updated on 14 December 2007
Last minute struggles in Bali, where the EU is trying to force America to commit to targets for emission cuts.
The talk is getting tougher in Bali. The European Union is still reported to be holding out for an agreement that contains binding targets to cut emissions.
But late last night America put forward its proposed text; voluntary, not compulsory, emissions reductions. No, says the EU.
"The US is behaving like a passenger in first class who believe that a catastrophe in economy class will not affect them. The reality is, however, very different. If we go down, we go down together," said Tony Juniper of Friends of the Earth.
The agenda here, talks about talks, is to agree a roadmap on which to start negotiations on what will replace the Kyoto Protocol in 2013. The US didn't sign that, but the UN climate chief, Yvo de Boer, says a deal will be agreed this time.
