Slow progress following Russia's claims of withdrawal

More than 24 hours since the ceasefire was signed, Russian troops remain on Georgian soil.
A Russian general commanding forces around the town of Gori said the pullback had begun, but President Dmitri Medvedev said there wouldn't be any withdrawals until midday tomorrow.
Tension has been heightened by the Russian Defence Ministry claiming that Georgia's planning a ''major provocative act'' in Gori.
The slow progress has caused irritation internationally, US Secretary of State Condoleezza Rice questioning whether Russia could be counted on, while the German Chancellor Angela Merkel said the "entire world was waiting."
