Critics attack EU plans to ease sanctions imposed on Uzbekistan after a massacre there in 2005.
Europe's leaders are debating whether to lift sanctions imposed on the leaders of Uzbekistan after a bloody massacre there three years ago.
The measures were temporarily eased six months ago after the EU demanded progress on human rights reforms.
Next Tuesday they will vote again - and Channel 4 News has learned they will confirm that suspension, despite Uzbekistan's failure to comply with many of the EU's demands.
Critics say they are appeasing a dictatorship because they need to keep a military base close to Afghanistan.
