The report into the US army's Baghdad 'surge' has been received positively by Baghdad - but from a government that's falling apart.

Iraq's top security officials have welcomed General David Petraeus's report, but there is little sign of any national reconciliation and the ruling coalition is on the verge of collapse.

A government divided

The Iraqi Prime Minister Nuri al Maliki might say reconciliation is the only option, but the reality is that he is struggling to hold his government together - more than half his cabinet have left since the spring.

Any real moves towards political progress have been stalled and American power seems unable to overcome the political divisions.
