The Dalai Lama has threatened to step down as Tibet's leader if the violence in his homeland spirals out of control.
Tibetan exiles have said nearly a hundred people have been killed in clashes with the Chinese authorities.
But China's prime minister accused the Dalai Lama of orchestrating the violence to sabotage the Beijing Olympics in August.
Wen Jiabao also rejected claims that his government had committed "cultural genocide" in Tibet.
